Aloys Rutagwibira, 53, of Hainesville, is a native of Rwanda who became a naturalized American citizen on July 6, 2006, according to voter registration records acquired by the Daily Herald.
Congressional service requires seven years of citizenship. Rutagwibira won't be eligible until July 2013.
Rutagwibira is one of five candidates seeking the Democratic nomination for the 10th District seat now held by Republican Bob Dold.
Rutagwibira has not returned multiple telephone calls requesting interviews. He also failed to attend a scheduled candidate interview session Tuesday at the Daily Herald office in Libertyville.
When asked via email about his citizenship, Rutagwibira refused to confirm the date he took the citizenship oath.

Well, the press is still interested in enforcing Article I Section 2 of the U.S. Constitution as to who can serve as a U.S. Representative, but when are they going to start enforcing Article II Section 1 of the U.S. Constitution as to who can serve as the President and Commander in Chief instead of giving the current usurper resident of the White House a continuing pass. Obama is NOT a “natural born Citizen of the United States” since his father was a foreign national, not even an immigrant to the USA, who was never a U.S. citizen and thus Obama is clearly not eligible to be the President. Clearly now we know why Hannity(and others) won't call Obama on not being a NBC. This is the problem. Because they want their illegal candidate to be eligible they allow an enemy of th USA to run and get elected.
We would be much better off sticking to the strict qualifications like the founders intended and we wouldn't be in this mess right now. If Rubio had his countries best at heart he would come out and say he's not eligible. By not doing so, he puts himself above the country and Constitution. We don't need people like that in any office.
You can't take us out militarily, but from within we are just begging to be conquered and our enemies know this and are exploiting it.
Just want to make sure everyone knows Hainesville is in IL.

Rubio's parents were born before the Batista coup when Cuba was a US protectorate like Puerto Rico; Marco Rubio was born in Miami.
The question is whether Rubio's parents were born US Citizens because Cuba was a US Protectorate. If they were born in US Protectorate Puerto Rico, they would be, and could never lose that US Citizenship unless they specifically revoked it.
So why should it have been any different then?
I think there's an argument to be made that Rubio COULD be a NBC (2 US Citizen parents, born on US soil).
Of course team obama doesn't want him to be, because that confounds and muddles Obama's ineligibility.

The USA granted Cuba independence 05/20/1902. Were his parents born between 1898 and 1902? If not, then it was not during the period when Cuba was a US Protectorate.
